He accepted in the wake of scrutiny of BBC executives' expenses claims, all bodies receving public money needed to ask: "Are we spending every penny to the best effect? "
"This is public money, we're going through difficult times and we need to be able to defend every penny that we spend."
He said that he was "rather suprised" at the claims put in for parties thrown for exectuves and stars at the corporation, but said that greater transparency would make the BBC "more careful" with its spending.
"Transparency and openness is the best and the only policy if institutions that are funded by the public...want to retain the trust of the public they have to be open accountable as to how they spend money," he said.
He added: "What will happen here is the antisceptic of sunlight, the fact it's been made open will act as a big reforming pressure and they probably will be a bit more careful about how they spend the public's money in future."
