Mr Waite said he had previously been asked to consider becoming an MP but, this time, he was seriously considering it.
"Now reform is in the air. A good handful of strong independents in Parliament could valuably assist that process so I am thinking very seriously about it.
"There is very little difference between the two parties. The party system needs to be shaken up, radically overhauled.
"We are at a very important time in history, an opportunity to shape a Parliament that is fit for our times, fit for the coplexities of our times," he said.
On thing giving him cause for thought, however, was the possible effect on his family and their privacy.
